How do foreigners under international or temporary protection obtain health insurance in Montenegro?

Foreigners staying in Montenegro under international or temporary protection can obtain health insurance, but only by registering in the records of the Health Insurance Fund.

1. PERSONAL APPEARANCE AT THE HEALTH INSURANCE FUND

Registration in the Fund’s records is carried out exclusively through personal appearance at the competent regional unit, according to the place where the foreigner resides or is accommodated.

Important:

• registration cannot be done through a family member,
• each foreigner must submit the application independently.

2. PROCEDURE FOR FOREIGNERS APPLYING FOR INTERNATIONAL PROTECTION

Foreigners who have applied for international protection may register with the Fund in two ways:

• through the Reception Centre, if they are accommodated there,
• independently, if they reside outside the Centre.

Required documentation for registration:

• application for international protection,
• confirmation of receipt of the application,
• a valid travel document or a temporary identification document.

Registration in the records is valid until a final decision on the application is issued, and for a maximum of 21 months.

3. PROCEDURE FOR FOREIGNERS UNDER TEMPORARY PROTECTION

Foreigners who have been granted temporary protection obtain health insurance by:

• personally submitting an application to the Fund,
• presenting a valid document confirming temporary protection,
• presenting a valid travel document.

Health insurance lasts for the same period as the validity of the temporary protection document.

4. USE OF HEALTHCARE SERVICES AFTER REGISTRATION

After registration in the records, the Health Insurance Fund issues a confirmation of registration.

Based on this confirmation, the foreigner may exercise all rights arising from mandatory health insurance, in accordance with the law.
