Residence Permit for Foreigners Based on Property Ownership in Montenegro

Montenegro is becoming an increasingly attractive destination for foreign nationals – not only because of its natural beauty and favorable climate but also due to the advantages it offers for living and investing. One of the ways foreigners can obtain the right to reside is through property ownership.

If you are a foreigner who owns a house, apartment, or commercial property in Montenegro, below is a guide through the requirements, necessary documentation, and duration of the residence permit.

REQUIREMENTS FOR OBTAINING A RESIDENCE PERMIT

For a foreigner to be eligible for a residence permit, the basic requirement is:

• Ownership of real estate – the foreigner must be the owner or co-owner of at least ½ of the property.

The right can be exercised over different types of property:

• Family houses
• Apartments
• Holiday homes
• Villas
• Residential-commercial buildings
• Business premises

THERE ARE NO RESTRICTIONS REGARDING THE VALUE OR SIZE OF THE PROPERTY.

REQUIRED DOCUMENTATION

When submitting an application, the following documents must be provided:

• Property deed – as proof of ownership
• Proof of means of subsistence – bank statement showing at least 20€ per day per person
• Health insurance policy – covering a minimum period of 30 days
• Certificate of non-conviction – from the applicant’s home country, not older than 6 months

WHO IS ENTITLED TO A RESIDENCE PERMIT?

In addition to the property owner, the right to a residence permit may also be granted to:

• The spouse
• Minor children

DURATION OF THE RESIDENCE PERMIT

• After submitting the application, the permit is issued within approximately 40 days.
• The residence permit is valid for one year, with the possibility of renewal.
• After five years of continuous residence, a foreigner may apply for permanent residence, which is granted for five years and must be renewed.
