Non-Working Days for the Njegoš Day Holiday (November 13 and 14)

Njegoš Day, a national holiday celebrated on November 13 and 14, is one of the most significant cultural and historical dates in Montenegro.

According to the law, these days are non-working for most business entities, including those engaged in wholesale and retail trade.

However, there are exceptions — certain activities may operate during the holiday, but they are required to notify the Administration for Inspection Affairs.

WHO MAY WORK DURING THE HOLIDAY?

According to the applicable regulations, the following are exempt from the work prohibition:

• Pharmacies
• Specialized stores or kiosks selling: bread, bakery products and pastries, flowers, souvenirs, newspapers, plant protection products, and funeral equipment
• Gas stations and retail outlets within them
• Marketplaces
• Stalls, stands, display cases, and vending machines located outside marketplaces
• Shops, kiosks, and vending machines within bus and train stations, airports, and ports
• Stalls and kiosks at events, festivals, fairs, and public screenings
• Wholesale warehouses

In addition, hospitality establishments (restaurants, cafés, etc.) have the right to operate during public holidays.

EMPLOYER OBLIGATIONS

Business entities that plan to operate during Njegoš Day are required to:

• Notify employees who will be working during the holiday
• Submit a notice to the Administration for Inspection Affairs about their intention to organize work
• Pay employees increased salaries— at least 150% per hour
